Some of You have stood in this very forum lamenting on how the civil society has died in Uganda. You have lamented about corruption. You have lamented about government employees failing to show up. You have lamented about Ghost teachers. You have lamented about ghost soldiers and the list goes on with extensions to both leads. The reason we are failing in today’s Uganda is because all Ugandans are mobile bombs.

Last December I traded my truck into a dealer for I wanted to buy a vehicle from them, a sales lady asked me a very casual question, did your vehicle ever get involved into an accident? And I said no it has not, but I was trading in a 2010 to get a 2014, so it was a good looking truck by all standards. She walk outside and walks around the truck putting a meter at all spots she needed as the spots were handing her numbers. I asked her what she was looking for. I am looking for a factory paint. What I never knew is that factory paint has a code it sends out but when you get an accident and get it fixed you paint it a new paint, that paint actually reads a different code. The truck passed and I traded it to a 2014.

Why didn’t we have all these problems during Amin’s time? Because he was a hands on man, as were his ministers as was his governors. Amin showed up in Mulago hospital very many times with all sorts of complaints, and he never went to ward 5 but to the line where everyone goes, and he sat In those lines very many times. State research bureau kids went through those lines a million times. I have a headache here I have gonorrhea there I have a back pain here, and all they’re looking for is how much time does a Ugandan spend in a line of a God damn hospital. 2 hours not acceptable. What do you need to make it half hour at most? There you go here is the money do it and yesterday. And this time around they would show up with women pregnant and so on. It was a working system sir. You would not fluke it for you simply did not know who was behind your office and who is timing you.

Again for emphasis this kind of cross checks and balances had no way to favour Banubbi let alone Moslems for we all used the very same system across the board, than today when Banyankole end up in Germany for treatment for Acholis are only limited to praising Museveni and dying of curable diseases.
